Lake Protection Committee

Lakes contribute significant additional recharge to ground water due to infiltration, but however, urbanization has led to loss of water bodies, resulting in increased runoff. There is rapid depletion of ground water level, and the worst ground water scenario is being experienced by apartment complexes. An additional problem is the pollution due factors like idol immersion during Ganesh Chaturthi, the washing of clothes in lakes, and indiscriminate dumping of debris.

A state level committee exists in all the four cities which was the result of the Supreme Court ruling on action for restoration of the lakes. In Jaipur, Bhopal and Ahmedabad they are called the Lake Conservation Authority (LCA); in HYD it is called the Lake Protection Committee (LPC). The role of the committee is to supervise the ongoing lake protection activities.The committee is constituted with high powered government officials. The committee was formed after the Court orders on the Lake Environmental matters, with the intention of integrated approach towards the urban lakes and other related issues pertaining to the health of the lakes such as drainage, water supply, housing and general development in the city. The committee was meant to allow a platform for local city management bodies to deal with the coordination and conflicting issues. Since, the committee is an advisory body with no statutory powers; their actual role is debatable and doubtful amongst the experts and environmental and social activists.

The Lake Protection Committee was constituted in order to cater to the protection of lakes in the Hyderabad Metropolitan Region. It is involved in the administration of the protection and improvement of lakes and their catchments. The Metropolitan Commissioner of HMDA coordinates all the activities of the Committee.

Government of Andhra Pradesh vide G.O.Ms.No. 157, MA&UD(I1) Department, dt. 6-4-2010 have constituted Lake Protection Committee with the following members for preservation and protection of lakes in Hyderabad Metropolitan Development Authority area and the Metropolitan Commissioner, HMDA is the Chairman of the Committee.

  • The Director of Town and Country Planning (Member)
  • The Director General, EPTRI (Member)
  • Representative of NGRI (Member)
  • The Prl. Chief Conservator of Forests (Member)
  • The Collector, Hyderabad District (Member)
  • The Collector, R.R.District (Member)
  • The Collector, Medak District (Member)
  • The Collector, Nalgonda District (Member)
  • The Collector, Mahabubnagar District (Member)
  • The Member Environment, HMDA (Member - Convener)

A Lake Protection Committee (LPC) consists of Collectors of Hyderabad, Ranga Reddy , Medak, Nalgonda, Mahbubnagar districts, senior officials of Greater Hyderabad Municipal Corporation (GHMC), and various departments as its members

The HMDA has identified over 21 major and minor lakes in the city which face the threat of encroachment and poor maintenance in itís first phase of program, which again are classified into three categories on the priority as below.

Priority-I : Development of Green Belt

  • Osman Sagar
  • Himayath Sagar
  • Hussain Sagar

Priority-II : Demarcation of boundary & removal of encroachments

  • Durgam Cheruvu
  • Banda Cheruvu (Malkajgiri)
  • Thammadi Kunta (Madhapur)
  • Amber Cheruvu (Kukatpally)
  • Hasmathpet Cheruvu (Kukatpally)
  • Yellamma Cheruvu (Serilingampally)
  • Bhagarathi Cheruvu (Serilingampally)
  • Mysamma Cheruvu (Serilingampally)
  • Pedda Cheruvu (Ramanthapur)
  • Kapra Cheruvu (Kapra)

Priority-III: Diversion of excess Sewerage in-flow/ construction of STPs

  • Pedda Cheruvu (Nacharam)
  • Nalla Cheruvu (Uppal)

The following are the functions of the Lake Protection committee:

  • Listing of all lakes along with their FTL in HMDA Area.
  • Wide publicity and awareness campaign for protection of the lakes
  • To prepare action plan for desilting of the lakes and inflow channels and such other measures required for maintenance or cleaning of the inflow channels into the lakes and issue instructions / guidelines to the concerned agencies for implementation of action plan
  • Removal of existing encroachments in the FTL and foreshore areas
  • To clearly demarcate the lakes upto FTL by raising bunds along FTL and arranging for watch and ward for preventing future encroachments and misuse of the lake environment
  • To work out and suggest modalities for regulation and rehabilitation of existing activities / structures in the Catchment area of Osmansagar and Himayatsagar lakes
  • To do such other things as may be incidental or conductive to the efficient administration for protection and improvement of the lakes and their catchments
  • The Metropolitan Commissioner, HMDA shall coordinate all the activities of the Committee on the above and submit periodical reports to the Government
